In Mapaprop it is not necessary to delete properties in order to unpublish them. You can unpublish without deleting.
Developments are deleted from the Manage Development / Project listing > Delete button.
Keep in mind that you cannot delete a development unless all dependent properties, if you have added any, are first unlinked from it.
